Position Overview

The Operations Manager is responsible for overseeing and strengthening the overall field and operational performance of Tłı̨chǫ Property Management (TPM). This leadership role provides direct oversight to Superintendents, site supervisors, maintenance personnel, and field crews to ensure construction projects and maintenance programs are delivered safely, on schedule, within budget, and to high-quality standards.

The Operations Manager plays a key role in improving supervision across communities, strengthening accountability, reducing operational inefficiencies, and ensuring consistent standards across all construction and maintenance activities.

This position requires strong leadership, construction and maintenance expertise, financial oversight, and the ability to manage multiple projects in remote northern environments while respecting Indigenous values and community priorities.
 

Scope of Responsibility

The Operations Manager provides operational oversight for construction and maintenance activities across the Tłı̨chǫ region and works closely with Project Managers, Superintendents, maintenance leads, subcontractors, suppliers, and community leadership.

Key Responsibilities


Operational Leadership & Field Oversight

  • Provide leadership and direction to Superintendents, site supervisors, and maintenance leads.

  • Strengthen on-site supervision across Tłı̨chǫ communities.

  • Establish clear reporting structures and accountability.

  • Monitor daily operations and address performance gaps.

  • Conduct regular site visits to review safety, quality, and project progress.

  • Ensure consistent operational procedures across all sites.
     

Preventative Maintenance & Asset Planning

  • Oversee development and implementation of annual preventative maintenance plans.

  • Conduct inspections of active and completed sites.

  • Identify emerging deficiencies and adjust maintenance plans accordingly.

  • Ensure maintenance standards meet contractual obligations and industry best practices.
     

Project Performance & Schedule Management

  • Ensure projects and maintenance programs meet approved schedules and milestones.

  • Monitor minor capital and O&M projects for scope, cost, and schedule compliance.

  • Identify risks early and implement corrective actions.

  • Lead regular operational review meetings.

  • Support the development of scopes of work and cost estimates.
     

Materials, Inventory & Logistics

  • Coordinate delivery of materials to remote communities.

  • Plan inventory in alignment with seasonal re-supply schedules.

  • Review and approve major material orders.

  • Monitor material usage and reduce waste.

  • Ensure proper storage and tracking of tools, equipment, and materials.
     

Quality Control & Standards

  • Conduct regular quality inspections across project sites.

  • Ensure compliance with building codes, specifications, and regulatory requirements.

  • Identify deficiencies and ensure corrective action is taken.

  • Recommend improvements to operational and maintenance standards.
     

Health, Safety & Environmental Compliance

  • Ensure compliance with territorial and federal safety regulations.

  • Promote a strong safety culture among all crews.

  • Support safety meetings, inspections, and hazard mitigation.

  • Ensure environmental considerations are respected on Indigenous lands and in remote settings.
     

Budget Stewardship & Cost Control

  • Monitor operational and maintenance O&M budgets.

  • Review invoices, track costs, and support financial forecasting.

  • Identify operational inefficiencies and recommend cost-saving measures.

  • Support procurement planning and tendering processes.
     

Workforce Leadership & Development

  • Supervise, mentor, and support Superintendents, supervisors, and maintenance staff.

  • Identify training needs and recommend development opportunities.

  • Support recruitment and retention of local workers.

  • Promote apprenticeships and skills development.

  • Address attendance and performance issues fairly and promptly.
     

Community Engagement

  • Maintain positive relationships with community leadership and residents.

  • Ensure projects align with community priorities and cultural values.

  • Address community concerns respectfully and in a timely manner.

  • Promote local employment and training opportunities.
     

Reporting & Administration

  • Provide regular operational updates to senior leadership.

  • Track and report on key performance indicators such as safety, cost, schedule, and productivity.

  • Ensure accurate reporting and documentation from field staff.

  • Support audits, compliance reviews, and inspections.
     

Qualifications
 

Education & Certifications

  • Post-secondary education in construction management, business, operations, or a related field preferred.

  • Journeyman trade certification (Red Seal Carpenter or similar) strongly preferred.

  • Minimum 5 years’ experience at the journeyman level considered an asset.

  • NWT Supervisor Level 2 certification or willingness to obtain.

  • Safety certifications such as First Aid, WHMIS, and Fall Protection considered assets.

  • Valid Class 5 Driver’s License required.
     

Experience

  • 7–10 years of construction and/or maintenance experience.

  • Minimum 5 years in a senior supervisory or management role.

  • Experience supervising multi-trade crews.

  • Experience managing multiple projects simultaneously.

  • Experience in remote or northern construction environments strongly preferred.

  • Experience working with Indigenous communities highly valued.

  • Experience with budgeting, procurement, and inventory management.
     

Skills
